Executive Management Team
Kevin McGaughey's primary responsibilities include overall operations and management of CPG's Electrical Division. He has more than 30 years of industry experience and is one of the original founders of Capitol Power. Kevin is a Navy Veteran and nuclear power graduate with multiple successful submarine patrols. Prior to Capitol Power he was a Program Manager with Exide Electronics where he ran their DC office and was responsible for several key national accounts. In recent years he has grown Capitol Power by adding several new key business units including Capitol Government Solutions and Capitol Power Service and expanding its market reach throughout the US and overseas.
Gerry Jepson oversees Capitol Power Service's business operations and strategic direction. Gerry brings CPS more than 33-years’ industry experience combined with an entrepreneurial style and customer-centric focus. Prior to CPS, Gerry served on the executive teams of several of the industry’s most respected companies, including 6 years as Total Site Solutions’ Senior VP of Operations and Service Sales. Prior to TSS, Gerry enjoyed nearly two decades with Lee Technologies responsible for Service Sales and Operations.
Anthony Rizzo directs CPG Government Solutions's strategic direction, management and operations. He brings CGS customers more than twenty years' leadership experience in the Mission Critical Industry. Anthony is leading the Mid-Atlantic and Government Sales team in serving the mission critical infrastructure needs of our Enterprise and Government customers. Prior to joining the Capitol Power Group, Anthony was the Senior Vice President for the Mission Critical Services Division at Schneider Electric (Formerly, Lee Technologies), where he was responsible for selling Design Build and Facility Operations for both Enterprise and Government Clients. Anthony was instrumental in leading that company’s transformation from a products based sales organization into a leading solutions provider of data center services.

Webb Collart began his career in Power Quality in Cleveland, Ohio in 1983. He moved to the Northern Virginia area in 2000 and spent 15 years as Senior Account Manager for Lee Technologies, Inc. before joining CPG as Vice President of Electrical Sales in March of 2015. Webb has been directly responsible for over $100,000,000 of UPS projects since arriving in the Northern Virginia area.
Vice President, CPG's Mechanical Division
Jim Marsh has served the precision cooling and specialty mechanical products market for over 20 years. He relocated to the DMV from Ohio in 2001 as Regional Sales Manager at Stulz. Prior to joining the Capitol Power Group in 2015 he was a Sales Engineer at Lee Technologies, National Sales Manager at both AboveAir and Stulz. Jim has driven industry-wide innovation in efficiencies throughout his career with mass scale implementation of adiabatic humidification, variable capacity air movement, refrigeration, and indirect airside economization, all former new edge technologies that are now state-of-the-art.
Terry James Davis
Vice President, Operations, CPG's Electrical Division
As Vice President, Operations, Terry Davis is responsible for the development of the Electrical Division's operational management strategy, as well as developing and implementing policies and procedures that ensure the smooth delivery of all products and services. Terry joined Capitol Power in 2001 and has also served as Applications Engineer and Project Manager. Previously, he served in the US Navy nuclear program as a nuclear electrician's mate, repair parts petty officer, safety coordinator, and drill team member, including 4 years aboard USS Nimitz. Terry holds of Bachelor of Science in Religion from Liberty University.
Vice President, Capitol Power Service
Capitol Power Service Vice President Jessica Tarrant is a highly respected industry veteran with more than 17 years’ experience in critical infrastructure sales and account management. Jessica’s experience and customer-driven leadership philosophy ensures that every CPS customer with receives world-class responsiveness and support. Before joining CPS, Jessica was responsible for large multi-site maintenance agreement sales for Total Site Solutions. Previously, Jessica was responsible for data center maintenance and staffing sales at Lee Technologies supporting clients such as RCN, Nextel, Time Warner Cable, the Pentagon and Discovery Communications.
Kevin P. Burke, P.E.
Vice President, Carolinas
Kevin Burke has more than 32 years of electrical engineering experience, the last twenty-seven of which have focused on critical power system design for data centers and other 7 X 24 facilities. Kevin has extensive expertise in power distribution systems with a focus on Mission Critical Applications and has managed large power systems projects throughout North America. He also provides technical support and project management assistance to consulting engineers, contractors, and customers. Prior to entering the critical power system design field, Kevin worked as an electrical engineer for the US Navy, designing flight deck lighting distribution systems. Kevin is a licensed professional engineer and holds a Bachelor of Science degree in Engineering, and a Master of Science degree in Engineering from Widener University.
Controller, Capitol Power Group
Molly Rehm brings the group more than 34 years of accounting and tax experience, 25 years as Controller for a number of firms within the mission-critical facilities market. Molly has specialized in Project Accounting for complex multi-million-dollar design/build construction projects and managed services contracts. Prior to the her role as Controller, Molly was a partner in an accounting firm providing tax and accounting services to small businesses and contractors in the Northern Virginia area. Molly’s expertise includes extensive project accounting, tax and management experience and accounting support for multiple project managers, as well as system process development and key internal controls.
